Course Description
The United Nations acted quickly in response to COVID to cancel and reschedule all upcoming meetings and treaty negotiations related to climate change. The Climate Change Specialist Group of the International Union for the Conservation of Nature (IUCN) wonders how these postponements and cancellations will affect international action on climate change. We seek a briefing paper to be shared with the membership that would explain the delays, discuss the potential implications, and explore what elements on the UN work can continue in a virtual format. We would also be interested in a policy brief considering how the changes will affect countries' ability to comply with the Paris Agreement. The policy briefs can be written in any of the official languages of the IUCN (English, Spanish, or French), but communications and meetings will be in English.

I coordinate the Paris Implementation Working Group for the IUCN's World Commission on Environmental Law. In that capacity, I will serve as the direct contact and supervisor for the work. I will teach students about the substantive area of law through zoom meetings, provide example documents, and directly supervise their writing. The briefs would be circulated to the 12 person working group (environmental lawyers from around the world) for comments and feedback. If the Working Group is satisfied with the work, we will post on the website and circulate to the broader membership. If students write in Spanish or French, other working group members will become involved earlier in the process.
